You call the police when you are in trouble or there is a serious problem that you can not solve yourself.

In the Aesop's Fable, The Boy Who Cried Wolf the little boy constantly called for help,pretending that there was a wolf nearby. The people were fed up. When a wolf really came the people ignored him.
